use Land as dispatcher software

I need to build a dispatcher, an application on a PC able to monitor the positions of several resources on a map. each resource has GPS and connection through a DMR network, the base PC polls each resource and periodically update its position getting its coordinates

is it possible to show the position of the resources on a map using Land

is there a plugin system like in OZI?
