Can't save manual maximum heart rate

Is there a way to get alarm when I reach this level during activity

Hello,

Yes, it is a know bug. It is expected to be solved in 4.2 software version which should be released by the end of march.

Yes, actually in the recently released version 4.1.2 you can also add alarms to heart rate data fields.

Heart rate has been added to the list of alarms in 'Settings > Activity profile > Alarms', but you can also add it by long press in the data field itself, as commented in this post https://support.twonav.com/hc/es/community/posts/360000203191-ALARMA

In onr of the alram called % Hrate it is impossible to define the precentage properly

Yes, this problem in datafields with % is also known and will be solved in the same 4.2 version.
